.1. Other games do. One example being CS:GO competitive. If the vote kick fails you are stuck with them. Abandoning the match will put you on a cool down/ ban from the mode.

X report from teammates in 24 hour is a horrible idea because you'll end up with people rallying for reports and people using it as a tool to try and control pick/bans. It might reduce the number of games someone plays in a day though because even legitimate players could get ranked ban.

I carried myself to MGE in CSGO a couple of years ago and the Silver tier absolutely had the same problems that Bronze and Silver (S1 is my highest rank) have in League of Legends. The great thing about CS:GO is that you aren't expected to be nice to these people. You can trash them if they're trolling and yes, sometimes it feels wonderful to tell someone off if they're ruining a ranked match... but unless one were to go seriously above and beyond typical gaming-flaming, they won't be penalized. If the troll doesn't want to hear it, or if you don't want to hear them, then it's as simple as using the mute function (which people do all the time).

I don't understand why we have to be nice to people who are actively working to ruin the game. Yeah, Silver was toxic as hell in GO, but once you hit GN1 and up, people were very friendly unless someone was being a drunk idiot on voicecomm, because it was understood that you made it past the guys who would buy rifles and run through suicide on Dust 2. But when climbing through Silver you didn't have to take any shit from people, either in the form of trolling or in the form of flaming. That's what makes League's system so much worse: people absolutely do have to take shit, and the trolls know it and try to bait people into flaming. Maybe they just like to get people in trouble or maybe they didn't roll the role they wanted to play, but it's an incredibly one-sided and unfair penalty system. It also encourages people to sabotage the game instead of just flaming each other and putting each other on mute (which is how a competitive online game should be moderated- i.e. not at all except in the most extreme cases).

On point 3: Take CSGO as an example of where you absolutely need voice comm in competitive play. There are no tools to indicate what is happening anywhere on the map (you can use the prefab Z/X/C comms but a headset is way better), whereas League has an excellent ping system that, while abusable in an annoying type of way, makes ingame chat absolutely pointless. I played League before timers and the ping system we have now and some typing was necessary to keep track of jungle timers, calling MIA, etc. Now they even have ward pings. There's literally no reason relevant to gameplay that makes chat necessary or better than third-party options like Discord, which is ideal for people who want to play competitively anyway since it lets them discuss picks and do a pre-game analysis while the game loads. In-game chat should be an option that is disabled by default and should not involve penalties at all because it's completely extra. I used to judge the occasional Tribunal case and I daresay the in-game chat is a feature that does more harm than good.
