Party IP is an incentive to play with your friends, not farm IP when you lose games. Please adjust this to give lower IP boost when you lose game and/or no bonus if you lose before 20 min.

I get the feeling that this would not help, as groups of 2-4 players would have more incentive to play the blame game if the game wasn't going their way. I certainly wouldn't want to be in a game with a pre-made of 4 people if my team was losing.
