First game we had 2 guys that just feed and run in enemy base after 10 min they both left.

Second game the Kassadin died 5 time said we are all retards and rage quit the game because we didnt help him. That happens in only 10 min from the start.

How did you get into a ranked game with a level 15 player?
I do hope you used the end-of-game report feature to report the leavers/feeders for leaving the game and/or feeding as applicable. There is no way these players will get banned if you do not report.
I'm sorry you had to deal with these types of players, but just remember that this was 15% of your game. Even extrapolating this to all of League, there's still a majority (and growing) of players who just want to have fun. Report these people and the number of times you encounter the sort will keep slowly decreasing.

But surely you aren't prepared to give back the LP you've inevitably won when this happens on the opposing side, right?
