Can they read? "feeding"

When did this "feeding" insult come about? Is it that they don't know what the report function 4 "feeding" is for or is it really just an insult @ this point, I imagine that makes it hard for the admins of League. Do people that have reports for "feeding" in an improper manner actually get banned? I have recordings of my games in which people said I was "feeding" so I can always appeal for that players non-sense and avoid losing my account. You have to learn each champion in this game so I can imaging they have a lot of false "feeding" reports they deal with. Every time I learn a new champion they dont shut-up about "feeding" they will do even worse than me as they preach that too...
