Not Earrning Chests / Key Fragments
How will i be able to earn rewards again due to previous chat restrictions, this is getting really frustrating, i'm grinding out and being nice in all my games, still I am unable to earn rewards.

There is no set limit. For some it takes months, for others a couple of days. Depends on how often you play and how often you flame in chat.
think of it as when a teacher/boss/judge...w.e.........says "when i think you have improved/deserve it" they give no real answer and you can go a long time w/o ever seeing anything. It also says riot money by not giving out things for free......so its actually in their best interest to keep you restricted as long as they can.
