hi, i talked shit on league game and i didnt knew i could be perma ban... Now i want to know if i can have my account back. Like with Restriction or with contrat cause i played league for 2-3 years already and i dont want to stop now i prefer stop talking to people than having my account ban.

Nope, you will not be able to get your account back. Riot does not overturn any permanent bans for toxic behavior UNLESS there was some sort of mistake made.
You can never get your account back, my friend had his perma banned and tried getting it back, never happened. Just buy a level 30 account and start over somewhat
