report a player options

There should really be an unskilled report option where, if reported enough, you can't play ranked for a period of time (A week perhaps?) This simply is out rages that a lot of people don't take ranked seriously enough. Now, I am not the best, nor the worst, but atleast I know how to play the game. I am Bronze one and every time I get a winning streak, I atleast get 1 person who feeds so much because they don't know what they are doing. There has to be a way to weed those people out besides owning a certain amount of champs. Feed back would be appreciated! Here is an example of what happened to me last game:

I just played a game where Ashe/Sona (My team) vs Lucian/Alistar (enemy team). Now, that's not the best combo to pick against ali and luc, but my team had more than enough ganks (I was jungle). My botlane, Blatantly refused to protect towers (whilst they were attacking the first tower, my bot lane decided to go mid. while I was ganking mid. It was Syndra(Ally) vs Twisted Fate( enemy) while no one else was in the lane. Now, several other things happened that our botlane did that ultimately made us lose the match. Our sona went 0-7 and our as he went 3-5 15 minutes in, we lost 2 turrets bot. our top gave up because their bot always ganked top. I tried to help him out as much as possible. Before, the shit storm happened bot he was winning lane as well. It was olaf(ally) vs Sion(enemy) I was quinn and their jungler was Aatrox in case you were wondering my score was 5-5-13
