Reform System

I feel that Riot Games should come up with a better system to reform players. The one that is in place, in my opinion, does not work.

For example, I have a "friend" (I use that term very loosely) that has** 2** permabanned accounts and he is still toxic as ever on his 3rd account. Now, I know that buying and selling accounts is in the terms and conditions as something that is permaban worthy by itself, but people get away with that all the time. So they can just go and buy a level 30 account that has never been ranked and pick up right where the permaban left off. Not only that but any player can just create a new account and continue to be toxic. I know Tyler1 is supposedly reformed, however he is still the perfect example of this.

Now I realize that these toxic players could just continue to buy/create new accounts regardless of the reform system that is in place, but maybe Riot should implement something that might be more effective.

I'm not so smart as to be able to come up with a complete system, however the general idea in my head would be that the account would be indefinitely banned until you can complete a certain task to show that you're reformed. I have no clue what that could/should be, so I'll leave that up to the smarter people of this community.

I just don't think that what is in place now is working as effectively as it could be.

Riot has tried that before with permanently banned accounts, and it resulted in their main accounts returning to toxic behavior again and again. The number who actually reformed after faking it to complete the task to get their main back was less than 10%.

Losing an account that at a minimum you've spent time on, at a maximum spent many dollars on, it makes you feel something. Many players who come back after a permanent ban try their hardest to not get another account permanently banned because they don't want to lose their work/effort again. Some of them are still toxic, yes, but they keep getting punished then.
