Do people even get punished by getting reported? Why is there even an option to report for giving up when people don't get punished for it? "Just Open" every game is really irritating.

They do. But its not instant unless they already have a history on being toxic on multiple occasions. So a singe game of tilt or two won't get you restricted/banned unless they broke every rule in the summoner's code.
