Yorick runs into the enemy bot lane tower feeding tristana multiple kills before playing out the game normally. This is obviously intentional feeding and his account needs to be permanently banned. The player even admits to inting in past games and says that riot has not dealt out any punishment for his past feedings.

This Is Your Dad1 votesRito cannot actually tell you if they punish someone. It's against their policy and there are many reasons they don't tell you. The best way to get Riot the information in a private setting is to submit a support ticket addressing the game with screenshots of his chat. They will take about a day and a half to reply and will not tell you anything about the case. Just trust Riot. They have no reason to not ban a feeder. They will tell you to use the report function in game, but this is a mandatory snippet of information they give you to encourage you to continue using the report function instead of tickets. I only use tickets in extreme cases like yours. Don't sweat the small stuff, and remember to let it go and have fun in your future games.
