It's not so much "perma banned after one previous ban" as it is "The 14-day ban is a last warning before permanent ban"

Preceding the 14 day ban is likely to have been a 10-game and 25-game chat restriction.

With regards to your chatlogs, they aren't too negative. You seem to call out teammates for trolling pretty regularly. Its pretty unlikely that they were trolling, though. Just because they are having a bad game/not as good on a champion as you expect/unwilling to help your lane doesn't make them trolls. If their actions detrimental to your win chances, then the matchmaking system will filter them out of your games, not the report system.

BlueThimgamajig has the right of it, but I disagree on the content of your chatlogs, and for that matter so did Riot.

You're calling your teammates retards, calling for reports, and flaming your team when they screw up. Every single one of those things are against the summoner's code, and the fact that you didn't learn from your chat restrictions means that the ban is completely justified.
