Universal Rules do not allow name shaming in posts. Also, submit a ticket on their support site.

Dude said "you're shit". Not exactly nice, but super tame as far as internet insults go. I'd go so far as to call it extremely mild, relative to the infamous toxicity that League is often associated with.
If you feel strongly about it, you should have reported him in-client or screenshotted the convo and sent it in with a support ticket.
if you dislike what they said, you can report them in the post game lobby. Riot has logs of all chats including pre/post game chats. Just make sure you write in the note that the toxicity comes from post game chat.
