Why should I be penalized for dodging when there is a troll in my lobby?

I'm sick of getting into a lobby (especially in ranked) and being either forced to play a man down or with a troll in a game, or having my other option be to dodge and get a wait penalty because " i'm being the troll. " Can we do anything to fix this. I refuse to play another ranked game with someone who is incompetent.
