my account Law Rune was perma banned and i really want it unbanend im sorry for being so toxic and negative, im trying to reform.

Shouldve thought about this whilst being toxic. If you cant control yourself, at least say it to yourself instead of typing it.

If you a truly trying to reform, then I wish you the best of luck on your new account. Unfortunately, Support does not overturn bans for toxicity issued by the IFS unless it was done in error.
