I've been perma-banned on my Touchmeimfluffy account. Now plenty of people have been perma-banned for being toxic, as was I, but I don't believe a perma-ban is the solution at all. If people are being toxic through chat then a permanent mute should be the pnushiment since you can communicate everything through pings alone. Now that doesn't bother me at all since in a test a guy played 50 games and in ALL 50 games there was at least one toxic player. Honestly a chat box restriction of permanent mute is better than a permanent ban for people who didn't intentionally feed. Now with that said I also spent $400+ on my account in skins, and yes I'm going to say that players who spend a lot is money should be shown more lineancy than f2p players since that money is spent with the knowledge they are supporting a game they like to play and enjoy. Perms-banning people who fund you doesn't seem like such a good idea. Now I would be bummed if I got a perma-mute but I could still play with friends and enjoy the game and still spend money. I believe it's been a little over a year since I got banned and have head quite a bit into the old system of redemption. I am playing again now but I have basically disabled my chat and only play roughly once a week. If I could some how prove myself I would not be toxic and would take a perma-mute in chat I would still play more and spend more money. Just something to think about Riot.

Riot tried this, people just didn't reform and found other ways to be toxic in game.

No not at all, you are held to the same rules as anybody else, you spend that money after agreeing to riots terms which state

"If your account is terminated, you’ll no longer have access to it, including any of the associated data or content (e.g., champions, skins, Riot Points, etc.). You’ll not be entitled to any refunds and we’ll have no liability to you. We also reserve the right to terminate any other accounts you may have created, as well as your access to any other Riot Services (also without any refunds or liability to you). You understand and agree that using the Riot Services comes with the risk that your account may be terminated or suspended and that, whenever you use the Riot Services, you’ll bear this risk in mind and always conduct yourself appropriately."

While it's great you are playing without ruining or people's game from the data riot collected when they offered permanent chat restrictions/mute the majority of people can not do so.
