Matching up with toxic players

I was having a good day despite losing my first ranked today. With spirit held high and victory in sight, I set up to queue for another ranked game in hope to prove that I'm not the "stupid useless trynd" our support from last game claimed.

I'll make it short: we were smashed that game as well. Worth noting is that our new support, let's call him Brad because all Brads are mean, enjoyed pointing out every mistake made in the game, both for me, our midlaner and our jungler. First through excessive pinging, then the words started piling. Fine. Game's over and I queue up again, after taking some p!ss from Brad in the post-game chat. Bam. Matched up with Brad again. And boy he doesn't hold back when he calls me out for not going 7/0 after 5 minutes. Spent more time ensuring my new teammates know how bad I did last game. Game starts and I just mute him and play. Didn't do so bad but we still lost, and here it begins with me as Riven and Brad as Tahm:

So since I reported him the first game, I'm just wondering where the logic behind queueing up a reported player with the reporting players is? I remember a while back that I got some impression that it can't happen, but I was appearantly wrong.
