Yep. If you show, over a large number of games, that your behavior has improved, your punishment tier will drop.

The ban after the first 14-day punishment can very easily be a perma, especially if you show poor behavior soon after the 14-day ban.

Don't know where you heard this, but it's not true. The punishment escalation will only give one 14 day ban and after that the next punishment for any kind of toxicity will result in a permanent ban. The only reason why you would receive a second 14 day ban is if you managed to lower your punishment tier, which, on average, takes around 3 months of actively playing while also showing reformed behavior.

There isnt specific order tbh, and there really sholdn't be a specific order too.

10 game chat restrict 25 game chat restrict 14 day ban Perm ban.
Steps in the order can be skipped though depending on how bad the behavior is.
