End of Season 8 Extension Rewards (We don't receive banners??!)

So recently, I received my end of season 8 rewards after being chat restricted in September. I was able to get my way back to honor 2 before the cutoff date of February 11th. I did not however get my rank banner on my profile page. In all the prior posts I had read, Riot had assured us that we would get our rewards if we got back to honor 2 but this does not seem to be the case. After talking to a Riot employee I was informed that anyone who received a chat restriction would get the Orianna skin and your ranked icon but no banner. This is a little annoying considering there was no posts stating that banners would not be given to those who had chat restrictions and got back to honor level 2.

Also, Riot for future cases of having to punish your summoners at least give people a warning or information. I am sure like many others I had no idea what I actually got chat restricted for. I am not stating I was innocent but rather I just have no idea what I actually did or said. In addition, I had worked my way up to honor rank 5 so clearly I was upholding proper behavior much more often than not. I just logged on one day in September to find that I had been chat restricted and my honor was dropped all the way to level 1. Personally, I think this is a little harsh with no warning, especially considering how long it takes to get to honor rank 5.
