Riot about toxicity

Riot has said they have zero-tolerance policy against wishing another player death. And me who has been banned for that, has reported every single guy who has said kys or something like that and watched their match history. Surprise surprise, they haven't been banned. So what gives? I have actually reported some guys to riot support and they say they will take closer look at it and nothing.
