So this is my problem. If someone trolls someone by stealing a lane, or egging them on with trash talk, and the player decides to give up . Why is it the player who gets banned and never the troll? When will riot understand that, most players become toxic because other players harass them or steal lanes they called?
EvilDustMan10 votesYou report them, make sure that you specify in your report what they did, and they will get banned. Given dynamic queue, it is far easier for them to track that sort of thing w/re to lane stealing.

Fact is, if players stop messing with others, less things would happen. As I said before, some people get banned for giving up even tho they're bullied by others.

The problem with that is, the chances of Riot actually reviewing your case, are very slim and very costly.
For one, there are millions of games being played each games across all game modes (excluding customs and I guess bots?), is if even let's say 10% of those games have a "troll" (I put it in quotes because at that point it would just be an accusatory term not actually proven yet) and even if you could cut down the hours of footage into parts of where X player was trolling, you're still talking hours upon hours of footage to sort through, not to mention some way to store all that footage. The chances of a Riot employee actually looking at the trolling footage, is minimal. The lack of a disincentive is the real killer here.
You could argue that it should be up for the general population of the LOL community to decide on cases like these, but then you run into the same problem that the old Tribunal had. The old tribunal was the only way to punish toxicity in the chat, and there was a massive backlog, we're talking over a month of backlogged chat. Several problems attribute to this, first is that there is a lack of incentive, with the old tribunal, you gained a small amount of IP. Now for someone like me, I have all the champions and I really don't have time to play much anymore, so giving me, or someone with an older account, IP does nothing. Maybe you could do something with chests and keys?
The second problem with leaving this up to the public, is that people rarely do something out of the goodness of their heart. Without a proper incentive, the participation in the Troll Tribunal™ will dry up quickly. There will be some who do it out of the spirit of the game, but there will be many who will not. And to be honest, it makes sense. I mean why would you sit there for 30 minutes watching potentially "troll" footage when you could be playing the game itself?
Finally, just because someone judged it, does not mean that it was judged correctly. I'm talking about skimming here. With the old Tribunal, sometimes people would just click Punish or No Punishment without actually reading the logs, they just wanted the IP. I will admit, I did this when I was in class so that way I could get to those 6300 champs that much quicker (it was like maybe 100 IP that you got, really not worth it). But that isn't to say that people will not do the same thing with this Troll Tribunal™.

It doesn't matter if they report you. Considering throwing vitriol and rage at them does nothing for the situation, if they report you, it won't do anything.

Sure you can ignore the player, but to be banned for telling someone to leave you alone? Fuck this game, fuck the admins, and fuck riot in general. I'm out, fuck League.

The way current enforcement works, it's encouraging trolling by preventing people a verbal outlet for frustration (words), so they'll just take it to the next step, quietly trolling your game.
When its the actions, not the words, that will destroy gameplay whether you let it or not. At least with words you can choose to ignore/mute them and keep playing. If someone is trolling there's not a whole lot you can do about the effect it has.
