Unstable net connection
I have unstable internet connection in my area, sometimes i lose connection for up to an hour. Is there a way to not get low priority queue, because it isn t my fault to get disconnected?

no unfortunately not. Leavebuster does not function like that as it could be abused it treats all disconnections the same regardless of reason.
if you have an unstable connection maybe this inst the game for you til it gets fixed.
No. It is your problem for playing when you know you dc, and it ruins the experience of the game for others.
Only way to avoid is not to play
