So I logged in this morning and i got a pop up like when get rewards. I got 3 key fragments and it said. "Here's a little something for keeping it sportmanshiplike." GG <3 wuts that about? xD TY

It's how Key Fragments are dropped through the new Honor System. As long as you don't receive punishments, you have a chance to randomly receive Key Fragments.
I had the same thing after i got chat restricted for 10 games and player another 10 games without punishment after my restriction.
Riots way of telling you to shut up in future games :)
I actually am Honor Level 2, never was at level 1.
But i guess, first time offenders arent punished as hard as people beeing punished constantly.
I actually was amazed by the chat logs i received from riot. There was one single game i got reported for "verbal abuse", where there was literally one thing i typed in that game. That was after my adc running into the enemy draven for his 10th kill, when i said:
"i'll just consider this lane lost, since my adc is just to bad and stupid to recognize, that he cant 1 v 1 a draven, having deaths dance vs only dorans blade and boots".
I was surprised to get a chat restriction for that in the first place, even tho it surely was a toxic comment...
