Rewards at the end season?

To put it simple I was banned like almost 1 month ago for flame, however in the meantime I wasn't able to get the honor lvl, so i wonder if I don't have the honor level will I still get the border ? I am about to hit diamond again and to be fair all I care is that border nothing else. The account is also kinda new, I joined ranked like 2 weeks ago or so from lvl 30, even if I wasn't banned still don't believe I get the honor level in time.
