Forever honor two

hello. I have played league for about 5 years or less now. I have made myself a not so free to play person and I regret my past actions. I was toxic and spammed rude things. Since then they added the honor system. I was excited, I would be rewarded for the good games and not when I did poorly or didn't help. After countless seasons of not a single honor up I noticed that it said that punished players would not retrieve points as quickly. If this isn't the case then their is a major bug for my account. Either way I hope to be noticed sooner or later with this.
