Getting bad teammates

I'm wondering what riot do after we report someone and how do the system match players up for a game. I remember when I first play ranked 7 out of 10 games there is an afk on my team or on the enemy team (mostly on my team). I really appreciate if riot can improve the balance in game matching, like matching players who are at the same skill level. Many players just feed the enemy and disconnected in ranked or they will continue to feed and tell you that you suck in the end when they fed the enemy. I really hope that riot can match the people who frequently afk or feed the enemy then disconnect together and match good players together. Yesterday I just got promoted for getting to Gold I lost one of the game yesterday, and lost one game today and win 3 games. The game I lost today there's an Rumble who is 2/9/8 and a Yasuo who is 4/10/5 I really don't get how riot match players up for ranked games they play like they are new to League. I main support if the adc play good i play good same with the adc, if the support knows how to support adc will do good too. My second ranked game today there's an Oriana that's 8/11/21, I'm Leona and my adc is Miss fortune. I was 0/2/4 and Miss fortune is 4/0/0 our mid Oriana is 0/4/0 by mid-game, Oriana never signal when ezreal is missing and she has no damage, the reason why we won the game at the end is that our top Irelia. Your teammates really does affect how you do in the game, so I really hope riot can improve the balance of game matching. I'm not being mean just want riot to make more balanced matches.
