Inting troll player confident Riot wont do anything to him

So i just had a ranked game where i got this guy went tryn top and told us from the start hes gonna int. He went 0/17 and said very confidently in the chat that Riot wont do anything to him and that he has a job that pays him to "fk with yall". I even have a recording of the game including majority of what he said to prove it isn't "a bad game". Unfortunately I didn't start recording from the start so the champ select part and early few mins are not included. The file is 1.2 GB and in 720p. How do i send it to Riot without uploading on YouTube? More over this guy said hes been trolling from a long time and nothings ever happened to him. I want to make sure Riot does something about this guy in such a way that he should never play this game again under any other account. Track his IP address or Email ID's and make sure he can never ruin anyone else's games again. He was pretty Confident Riot wont touch him at all. I've linked a screenshot of the game. Riot please do something. God why are humans so bad.
