Trolls in Rank

Hello, can Riot do something about trolls who either int because they don't care about their smurfs in rank, or people who int in order to get to lower division. Because of people like that, normal players have to suffers LP lost because they have to dodge a game where players already states their trolling intention in champ select. And I know there are a lot of players who do that with their smurfs, so this is really discouraging for normal players who want to improve their skills and climb.
