Toxicity or trolls the real problem? Will riot ever fix?

All I ever hear about league is how toxic the community is, and for the most part its true. But my honest opinion is that riot just doesn't punish the trolls hard enough. I've had a dude join my team one time and i looked at his match history and saw 7 games in a row of this guy going ghost nunu, and all 7 games were 0 kills 6+ deaths, and an assist or 2 for when his team gets a random consolation kill. I feel like the natural response to people trolling is to flame them. What else is there to do? And im not saying flaming is ok, but my whole point here is that Riot does little to no action against dedicated trolls. People who go on bad streak and just dont give a fuck dont care anymore and they decide they wanna play teemo jng in your ranked games. Shit like this just pisses me off. Yeah its easy for an automated system to pick up the N word or someone cussing someone out but when it comes to trolling, especially when someones in a bad mood and trolls out of no where, riot just misses it. Its okay to troll a couple games because the system wont pick it up as fast as you insulting someone. Riot ever going to fix this? Cause if u made trolling, even for just one game, on the same scale as toxicity, which it should be because it even causes it sometimes, the number of troll would literally drop like crazy. Too many times ive been let down by the system and it seems like more and more games are just trolls and people who dont give a fuck.... Maybe stop looking at toxicity as the main problem?
