The Yuumi ADC that started with Spellthief's Edge and went botlane with a Yasuo? The one that didn't take CS and let the Yasuo have them?

Edit: I see now that they were designated as ADC, and the mid Lulu was originally designated as Support, forcing the previously Mid Yasuo to go Bot.

They could have been confused as to what lane they were assigned, which does happen, or they could have traded lanes in chat (which from your tale did not happen), or they could have been purposefully not going to their assigned lane, which is punishable.

Anyway, Riot does not enforce a meta. Going Yuumi bot is not against the rules, so of course they dont get punished. There is no rule that says you have to have an adc in bot role.
