I've had a friend for awhile but now after not playing with him awhile i keep getting this link for 5000 free one time rp and I want to make sure it's legit which I doubt but i know in past there have been specials like dread knight garen etc. I split link up so no one accidentally clicks.

I have to commend you for breaking it up into something unclickable, but I'd still just to be save remove the address entirely. Partially because I think this might still officially break the forum rules, partially because… well… never test people's ability to do stupid things. You could name a link Click Here To Be Scammed and you'd find people willing to click it.
To answer your question: Somebody out of the blue sends you a link like that, it's probably because they have already been hacked due to the scam. I recommend writing a support ticket with all the information you have to curb this as fast as possible.
scam, when in doubt ask yourself if it's good for riot to give stuff with a rp price higher than the price of an ultimate skin
