I'm guessing you're referring to the Bronze player. That isn't unusual if the player has a high mmr. Prior to the ranked resent, most of my matches looked like that. I was ranked at Bronze 4, but consistently playing with only Golds, Plats and Diamonds. All it means is that the player has high mmr. And given that Garen was 2K ahead of Aatrox in gold and up 120 cs, it's pretty safe to say he has at least some idea of what he is doing, and is not as unskilled as you might think if you just glance at his rank.
Edit - I just saw this was Flex ranked. I din't know you could range as far as Plat/Bronze on flex. I thought it still had to be within 2 tiers... Interesting.

Looks just like a Vayne/Lux lane got stomped by an aggressive early Lucian/Sona lane. Which is actually fairly reasonable, since Lucian/Sona is terrifying if they're good, and Vayne/Lux can't do much against them.
Does sona usually build a rot portal?
