does report really matter? cuz i really dun see it..... it just there for people to complain bad players, but it just seems like nobody cares.

Look around this section of the boards, people get punished for their behavior all the time. Those punishments all stem from reports.
You won't know when people get punished the overwhelming majority of the time.
Reports do matter. You may not always get the notification that your report resulted in a punishment of some kind, but it does help clean up the community.
The system only executes punishment on players who have been reported in game. Remember that Riot seems to be quite lenient and very reform centric, so it may not seem like players aren't getting punished. (They are somewhat getting off though, but remember to report them nethertheless.)
trust me reports matter, but no they are not lenient at all about reforming. you can go 40 games of saying gj and gg to your team when you win and saying nothing more and still get banned over nothing
