Why is this type of behavior not punished?

Just had a game where ALL of the following happened...

our Ornn support played in the TOP lane, did NOT buy a support item, kept blowing his ultimate randomly at minions or even into open air with no real purpose. His final build at the end of a 35 minute game was dorans sheild, iceborn gauntlet, deathcap... nothing else.
our jungler Sion did not buy a jungle item
or ADC Lucian took smite as one of his summs

Come on, this is ranked. There should be zero tolerance for this kind of stuff. It's every bit as bad as intentional feeding IMO. And in a way, it kind of is.

While not buying a support item and his final build by themselves are not punishable, the ult thing could possibly be considered low-key trolling.

I don't know what rank you or they are at but ranked or not unless they're doing these things to intentionally troll or grief then it's not punishable, and based on what you've said only the Ornn could possibly fall into that category assuming he kept blowing his ult into minions on purpose.

Simple, because riots troll detection is absolutely terrible. It is partially their fault and partially because of cases like this one(https://boards.na.leagueoflegends.com/en/c/player-behavior-moderation/FrILlWp7-14-day-ban-because-playing-nunu-support-with-smite-is-stealing-other-peoples-roles ) that caused them to be more careful with bans.

In Rito's eyes this is "just a bad game", you can basically build retarded, use your skills retarded do almost whatever the fck you want, you can not get banned.

But if you say ONE bad word, not even god can save you.
