What exactly am i supposed to do if someone straight up says they're trolling in champ select?

You have two options here. 1.) Play the game. If they do end up trolling simply report them at the end and be done with it. 2.) Dodge. This imo is the best choice as if the player is seriously you're only going to lose 3 LP instead of 15-18.
Champ select trolls have a lot of power at the moment and is something I'm hoping Riot looks into.

dodge tbh. I do it when somebody picks stupid shit. I always wait until the last second as well just to waste even more of their time lmao.

- Let them win by dodging.
- Tough it out hope it goes well don't flame. AND report after the game making sure to leave a note about pregame so it can properly be investigated.
i'd play the game and report them if they do troll.
when you dodge, you let them get away from doing stuff.
if you are good, then you'll climb regardless of the small amount of games with actual troll.
I'd personally screenshot everything they said in chat and report them by submitting a ticket to Riot Support. I'd also probably dodge the game too.
