What exactly am i supposed to do if someone straight up says they're trolling in champ select?

You have two options here. 1.) Play the game. If they do end up trolling simply report them at the end and be done with it. 2.) Dodge. This imo is the best choice as if the player is seriously you're only going to lose 3 LP instead of 15-18.

Champ select trolls have a lot of power at the moment and is something I'm hoping Riot looks into.

I agree. They could add a new report option after the game. Something like held champ select hostage or something. That way the manual reviewer has something to go by. The auto review would need to have work done on it though.

That is exactly the thing you should not do. If someone tells they are going to troll, they are trying to make someone dodge and so you do exactly what they want. Instead you should play as well as you can and if he does troll, report him for that after the match. And you can report him for dishonorable/harassment for his pregame comment even if he plays okay.

Personally, I don't care enough about random idiots online to go through the trouble.

While I could play a 20 minute game with a troll (who I am probably never going to see again) solely to report them, I'd rather just dodge and save myself the LP-loss and aggravation.

While that's absolutely understandable, it also reinforces champion select trolling as a viable tactic; both because they get the desired result and because they are extremely unlikely to get punished (report function in champion select would help with that, though). I'm not judging you or anybody else that dodges trolls (I've done it myself often enough), but it's still important to be aware that it's a pretty short-sighted solution.

I'd personally screenshot everything they said in chat and report them by submitting a ticket to Riot Support. I'd also probably dodge the game too.

when you dodge, you let them get away from doing stuff.

if you are good, then you'll climb regardless of the small amount of games with actual troll.

Not true. You dodge and then submit a manual report via support ticket. It does work.

Let them win by dodging.
Tough it out hope it goes well don't flame. AND report after the game making sure to leave a note about pregame so it can properly be investigated.
