This is Serious issue ( Silver to Gold elo ) New Players and Rank

OK I don't mind losing game if its fair and square. but this kind of games I hate most people who just lvl account reached lvl 30 and jump to rank like they will do awsome in it will they at least dont know the basic of the games.

2. Deaths and not playing safe even we talk to them to ply safe we try carry but nope lets go in die more

same issue with our adc but i tired to carry i rly do but can't 2 people just don't know how to play is there a way make new players just start Bronze 5 directly then work hard towards be good at game they play mostly in low gold high silver most of time how to carry this how this is even fair match up ? the enemy team dont have lvl 30 players THIS IS SERIOUS! I need an official statement on this case ( of new players and rank )
