I would like to know if it's really legal to use this program. I god warned for using mklol a year ago but obviously I removed it. But there is LSP and the creator says that's it totally legal. In comments there are poeple telling that they got banned but for using a few programs like mklol, mkjogo, wooxy, etc...

Dont use anything other than league, they are banning people for using mod skins
It's considered a third-party program and thus, grounds for a ban.
If you're not sure what's allowed and what's not, I suggest looking at this thread. If it's not there in the "allowed" section, I suggest not using it just to be safe.
Although it's not the same, lolking's champion viewer has all the skins and full models available for looking at
