where can i report a player to make sure he gets what he deserve?

i got autofilled mid and its not my role.. i can play it but dont like it. so i was asking if any1 up... on what i hear back "Bitch if u cant play role why u play thise game?" like really. i told that guy i will report him on what he laughs back like go ahead they will not do sht anyways. and u know what? i do belive him... and worst part he had his buddy duo with him who start to flame me as well.. and on top of that they just was both really bad.. they after all they sht talks they were just losing game for all. so i do want them to be punished.. at least chat restricted. who is his friend and starts to flame to protect his buddy. please do something about it. when already toxic players laugh and say they will not do sht to us it means they will continue their bad behavior...
