Friend got ban
So my friend got his account ban for like 1 week but it was a friend on his account. Is there a way that he is unban faster?

There is no way to shorten the duration of a ban, no. Anything that happens on an account is, ultimately, that owner's responsibility (save in the instances of hacked accounts that are found to be hacked within a reasonable time frame).
Account sharing is also against the terms of use, and can lead to an immediate permanent ban. Tell your friend to NEVER let someone else use his account again -- there's a chance that he might be okay if it was a one-time occurrence, but he should be aware that even that puts his account at risk.
Account sharing is also bannable.

You told the judge that your friend wasn't actually speeding, because at the same time he was killing a bunch of people

They should just be glad they got banned for the lesser of offenses. You can be instant permabanned without warning for account sharing.
In Riots terms of use, it says that "You can’t share your account or Login Credentials with anyone." So no way.
