I don't see this around the board... but when does a suspension penalty end?

I have been behaving recently ever since my suspension, and have been wanting hex tech rewards for quite some time now. The new honor system puts me at level 2, which is normal. Does that mean I am applicable for the rewards from the new patch? Also i would like to know when the penalty ends. Thank you.
