(Feature Idea) Tagging bad teammates instead of blocking

Honestly, blocking shouldn't even exist. You feel satisfied after a long game with a toxic teammate and finally getting to block them and hoping to not deal with them again. And then what do you know? You get them on your team again after being blocked and deja vu you lose another game. Now of course you could waste 5-10 minutes waiting before queuing or simply dodging upon seeing this person. What a waste of time! And why should you be forced to waste this time after you've blocked the person hoping to not have to deal with them again.

Why doesn't riot bring in a feature that allows us to tag people we would never want to see on our team again? I understand that it could be misused to tag smurfs you don't want to play against therefore only keep it to avoid them from being on your team. I'm sure there's many others that will agree with this suggestion.

Well a huge downside would be what happens if you tag every player you see? A high ranked player queuing with only perhaps 500 other players, would he tag them all it would cause trouble. And if some guy are premade with a tagged player, what would happen then?

This idea won't really work cause the queues would only be longer.. If the person you blocked deserved that, it probably won't take too long until he gets some form of punishment if he keeps acting that way.
