Report calling as means to harrass and harrassment in general.

I see in almost every single game someone or myself being the target of harrassment, i feel that riot doesn't take harrassment seriously enough. I know it's no hate speech, i know it's no "F*** you, you c***." I know riot does ban people for harrassment, verbal abuse and the like but i feel its not severe enough. People believe they can get away with saying /all report player A for etc etc like 5 times using report calling as the means of harrassment. I understand that 1 report has the weight of 9 and vise versa there is 0 need for report calling anyway it does nothing, your report alone is enough. But i see people harrassing people with their scores like 0-5 brand gj, 0-7 everytime i die they say my kill to death ratio and will say report "player" for inting etc. I feel like if riot wants to clean up the community then being more severe about punishment in regards to harrassment of another player will go along way in making leauge a less toxic enviroment as soon as most people have been banned for their toxic ways they will soon learn to keep their words to themselves and to not openly harrass other players because they play bad or didn't do what they exactly asked etc etc.

sorry for the rant i think this problem should be addressed if riot wants to make the rift a happier place.
