New Features to leaver buster & Queue times

I have a suggestion for a penalty for the not so serious leaver busters.(Have some controls in place so if you're a serious offender you're going to be doing some time) What if you could still play a game without a wait, or a significantly shorter wait, but, you have to play the fill position. I think would help a ton to shorten the queue times, which would generally increase player satisfaction, which would if you can think farfetched enough, decrease the amount games abandoned. What do you think?
