Riot, what about the people that intentionally ban your champion in Champion Select?

Before anyone downvotes me, I am not talking about the people that might make a mistake and apologise. I am talking about the people who ban your champion on purpose in hope that you will get mad and angry. Of course some will say "This is ok, you can play other champions". Well not all people play different champions and even if they do they don't perform at the same level that they perform on their main champion. Some others will say "You can dodge". Well most of the times you can, but when you are in promos or when you 've already dodged one time, it's really becoming impossible to dodge. What's even more infuriating is that these people get nothing as a punishment for what they do. They ruin the game for you and this is their only joy. Then after the champion select, they proceed to play the game "normally" and "try" to win. I am having a hard time to believe that these players are getting detected by the system. Even if you report them for griefing, I am not sure if the system will actually punish them since it only reviews the game but not the Champion Select (I am not sure about this one, might be wrong). I wanna know Riot's opinion on this subject. How do we actualy deal with these people?
