Is this a bug or not? Can someone explain it to me?

I had a 14 day susspension like a month and a half ago and i know that after every susspension, resstriction, e.t.c. you are inelligable to get loot such as key fragments and chests. But perosnally i think that it has continued not to give me loot for waaay to long. Can someone tell me if it is normal that this is happening or not? And if not how can i fix it?
