At the end of the season, does my account get wiped clean of chat restrictions and suspensions?

I was just curious if at the end of the season accounts get wiped clean from any punishments.

no, you reforming whipes your account clean, youll see that by getting honors, and not cursing or typing garbage in chat.

the season ended already, we are in preseason. the end of the season does not wipe any punishments from the board, you still need to reform, but you have a fresh chance at getting rewards ranked during the season

A rioter has already commented on this. Reform over time is the only way to clear your account. Specifically:

Playing several months consecutively without any legitimate reports against you, proving that you have reformed, will bump you down 1 punishment tier. That means, if you got 14d banned and just got off it yesterday, in 4 months of playing positively, without any negative chat or flaming, then you'll be back down to the "chat restricted" tier, as if you had yet to be 14d banned. However, it does still count a little bit against you, and you'll be more likely to skip 14d banning than someone who had only been 25g chat restricted.

Continue being positive and proving that you've reformed, and in a year or so it'll be like you never had any punishments. I do believe the Rioter who said this knew what they were saying, but for the life of me I can't find the post anymore, so unfortunately you'll have to make do with my paraphrasing.
