Basically i was getting flamed by my alistar and he was making fun of my rank and said some racist stuff towards me and i called him an obese idiot and said he was bad and got perma banned for it

First, if you want to appeal bans you need to submit a ticket here to Player Support. This sub-forum is designed to offer insights and advice on how to improve conduct.

Speaking on that last bit, perma's usually don't come unless you do something fairly egregious or you have a history. And, to be frank, you're also harassing your teammates a good deal.

Just because someone is giving you a hard line doesn't mean you can blow that off on your team. The best thing you can possibly do in a situation like that is hit the trusty mute button.

EDIT: Sounds like you know about the ban history bit, but yeah... just mute people like that. Racism reports are easy to do especially if you grab pictures and whatnot.
