Why doesn't RIOT ban "trolls" and "feeders" from ranked games?

So more and more games that I play and get to higher elo its people trolling. They aren't dumb as bronze but they do it intentionally. If game doesn't go like they want they start to feed and troll, for example, goes only to lane to farm and even if he is ganked he isn't trying to avoid fight that he can't win and writes whole game to report whoever comes to his mind, if its midlaner that ganked then he blames our midlane and if its jungle then he blames jungler, but he isn't going to help anyone even if his lanes isn't on lane he will keep on farming. So why people that do that aren't getting banned from ranked?

Players should know their champions mechanics before playing ranked therefore lower than lvl 2/3 champs shouldn't be allowed in ranked.

It's because they don't like the idea of prison island like what they have in DotA. All the heroes in DotA are free right out of the gate so what they make you do is only pick on of 3 of them. You most likely never played all of the heros and they might just give you 3 super hard heroes that you are absolute crap with. They'll give you invoker, meepo, or io. Invoker has 10 spells and you need to know what orbs and how many to activate to invoke a spell. Meepo requires you to crontroll 5 clones at once and if even one of them dies, you and all the other clones die. Io has been cosistantly the worst hero for some time and is only useful in specific situations like if you have a chaos Knight on your team. You have to win a certain amount of games to get out.you are matched with trash players and toxic degenerates who will tell you to kys.
