Well today I received my second Honor capsule and I was deeply and I mean deeply disappointed. I have been a Honor Level 5 for 2 months or a bit more and within those two months just recently got my first capsule containing 5 key fragments and a Champion SHARD for Nasus, a 1350 Ip or 585 RP. Before the capsule reward, I had received 2 rewards since the Honor Update, containing a message "this is for being sportsmanlike" and giving me 2 key fragments. I can't begin to tell you how annoying this is, A WHOLE KEY NEEDS 3 not 2 but 3 key fragments to make and you can't get key fragments after a game when you get A or S grade anymore. So in 3 months I have received 3 Hextech keys (9 key fragments) and 2 champion shards worth 1350 Ip or 585 Rp. The Honor System/Update was release 6/30/17 and now is 10/01/17. When you create a rewarding system and it takes this long to receive it, then you are just pushing people to spend money on keys since you cant earn them anymore. Now, you earn a chest every 6 days and if you get 1 Hextech key a month then you have 4 Hextech boxes you have obtain but you cant open them so what do you do?, YOU BUY KEYS WITH REAL MONEY. I understand they have made a bit an improvement recently here [http://na.leagueoflegends.com/en/news/game-updates/features/honor-capsule-update-delivers-new-drop-rate] but that was more then 2 weeks ago. AS you can see it says:

You have a chance to earn an Honor Capsule with every key fragment drop. Your chances for getting an Honor Capsule double each week as you play games. You’re guaranteed an Honor Capsule within two months. Your drop rate resets after getting a capsule. You can only earn one capsule every three weeks.

Riot knows that people will go 2 MONTHS without receiving a Honor Capsule, sure the drop rate will reset after getting one but why cant there be a time like when my next chest is available, win of the day or rerolls for Aram. I feel like I have to make sure to write it down and stick it on my fridge or monitor to keep track. Why couldn't it make it where You're guaranteed a Honor capsule once a month and a Key fragment drop through out that month since you can EARN 5 Hextech chest available in one month and we can buy some keys for the rest or wait for the next reward. If Riot wanted to have more positive and engaging community I would reward them a bit better so they continue and affect others not forcing them to spend more money because they don't know when they are going to receive their next reward. I love league but this has me mad because I thought their objective was to encourage and make players feels like their sportsmanlike and positive actions are rewarded by good rewards if not, a constant decent rewards. I also cant believe the Honor Capsules has chances to drop STUFF YOU ALREADY OWN, I cant simply be the only one that doesn't like this system or how it is almost forcing people to spend more money since you could earn key fragments before not just by some random chance of a drop. I just hope that the End of Season Honor Rewards are not just simply Honor Capsules or little summoner icons so let's looks towards that at least and I hope someone has agreed or had better experiences with this I feel like being positive,engaging and reporting is not worth it or encourage. Just wanna point a few things out here;

This was never the prerequisite for getting Key Fragment drops. Before the Honor Rework, Key Fragments would randomly drop from matches where your team won, not where you got an A or S grade. The only thing tied to grades are Champion Mastery Tokens (requiring S-, S, or S+ for Mastery 6 Tokens, and S, or S+ for Mastery 7, alongside some other prerequisites), and Hextech Chests (requiring S-, S, or S+ on Champions you have yet to earn a chest on for the season).

With the Honor Rework, Key Fragment drops are now tied to your Honor Level, and drop sporadically in the client, no longer requiring players to win matches to earn Key Fragments. This also means that the Key Fragment drops can't be influenced by having a premade group (which they were in the old system), so (and anyone who knows about this, please correct me if I'm wrong) the new Key Fragment drop rate was changed somewhat so as to make Key Fragments drop in a reliable trickle for anyone and everyone. (above Honor Level 0, anyway.)

I dunno about you, but my Key Fragment drops have been pretty generous since the Honor System was reworked - which, up 'til now, left me with more keys than I had chests until I started working on it. The whole Hextech Chest/Key thing is kind of there with a strong balance anyway; players can either work hard in-game to earn their Chests and play with sportsmanlike behavior to earn their Keys, or they can work hard out-of-game to buy their Chests and Keys, regardless of skill or Honor.

Not to mention, players who lack the ability to meet the requirements for S ranks can actually piggyback on skilled players, since, you can get a Hextech Chest even if you don't get an S rank, provided at least one teammate in your premade scores one.

Which, altogether, means that the system is available for those who are skilled, unskilled, sportsmanlike or neutral-players, and folks with and without money. It's not a scheme, it's a balanced system.

This...Isn't new, though. It's been the case with Hextech Chests before it, and a number of other Hextech Crafting Containers. Which, that's basically what an Honor Capsule is; a Hextech Chest with no lock, and the added potential to reward players with Medieval Twitch and Grey Warwick.

That being said, though, this is a concern many players in the community have - Champion Shard/Permanent duplicates cluttering up their inventories, or otherwise being a general waste. And, Riot is working as best they can on solutions to Champion Shard clutter, one solution they've found being the Blue Essence Store that'll open sometime during Pre-Season 2018.

I'm afraid I was uninformed on this section of the response, so, do consider the below that I've marked off with strikethrough to be unreliable information.

I was mistaken in saying that End-of-Season Honor Rewards were one-in-the same with End-of-Season Ranked Rewards, as it had been a while since reading the Honor FAQ. Though, I'm thankful for The Archive for catching me on this - and I hope that the majority of the struckthrough information after the first paragraph is at least correct.

Just to clarify, the "End of Season Honor Rewards" aren't honor-exclusive rewards, they're they End-of-Season Ranked rewards. Boards profile emblems, in-game Ranked Loading Screen Borders and Summoner Icons, and, for those Gold V and up, the exclusive Victorious Skin (and in team-queues, special ward skins, if I'm not mistaken).

To reiterate; Honor Rewards - (Honor Level 2+) Key Fragment drops, (Honor Level 3+) Blue Honor Flair eligibility, access to End-of-Season Ranked rewards, and chance to earn Honor Capsules, (Honor Level 4+) Violet Honor Flair eligibility, (Honor Level 5) Amber Honor Flair eligibility.

End-of-Season Rewards - (Silver+) Division-Specific Loading Screen Border, Boards Emblem, Summoner Icon, (Gold+) Victorious Skin, (Gold+ Team-Queues*) Victorious Ward Skin

*Don't quote me on it, it's been a while since I've looked at the Ranked Season Rewards page and I only started into Ranked Solo Queue for the Victorious skin, so - those out there with the info, do please correct me if I'm wrong, or add more information if need-be.

Not in any practical or realistic manner. Winning games only gave you a random chance to get a key fragment drop, scaling down based on how many fragments you'd already gotten in some invisible 30-day window.

So in 3 months I have received 3 Hextech keys (9 key fragments)

Presumably, fragment drop rate still scales with games played. In that same timeframe, I've gotten 33 fragments, which is about as much as I was getting before the change.

Ya I got a teemo shard on my first capsule drop. I'll point out that you can get three shards and reroll them into a champ that you don't own.

I wish I had kept track of how many key fragments I had actually gotten over the season, since the new Honor system went live, as I'm curious as to whether it was more or less than before. I suspect it has been a fairly high amount for me, perhaps 20 key fragments. Out of all of my friends, I had one of the lowest number of Honor Capsules, being the last one of our team to actually get one, and one of my friends had already had 4 before I got that one. Since that time, I've gotten a second Capsule. I'd actually been meaning to post a thread with a poll asking people about the sorts of things they had gotten in the capsules, as I'm curious if the amount of honor a player had on the old system had any effect on how likely they were to get one of the two Honor exclusive skins.

It seems a bit interesting that people tend to get champion shards for things that they already own. I suppose that wouldn't bother me too much; I've owned all champions for a very long time, and have over 630 skins, so pretty much any chest/capsule is going to have a very high chance of being something I own unless it's got some clause saying it will be something I don't already own. I usually just disenchant them for essence if I have something in Loot to unlock, or reroll 3 together. I've been saving up a ton of essence for the Blue Essence Store!

One thing I have noticed recently, in many of the events, they have had a way to use the leftover event material to purchase key fragments. Which, while there isn't always an event running, they have been happening very frequently. The Riven/Yasuo event and Worlds both have the option. I believe the Arcade Boss event did as well. So, that is also an option for players who don't want to buy RP, but would like to unlock the chests that they have. If you have a little bit of extra event stuff, buy some key fragments with it, as it just disappears from inventory after a certain date anyway.
