Is the log shown on the reform card. 14 day ban with as far as i know no previous punishments. Not claiming i wasn't flaming and being toxic, but 14 days for that seems harsh. If it's considering previous chat logs then 14 days makes sense to me because i have certainly been more toxic and flamed worse, but in that case it seems the reform card needs some work in actually showing those contributing games. (and providing lower tier punishments early, to give more chance of reform)
