Are chat restrictions no longer a thing?

So I got a 14 day suspension today on my first offense, I am generally very nice and very quick to mute people instead of answering people who would tilt me. Yesterday I had a very bad string of games and was generally on tilt before games started, I tried to be nice through this but it seemed like everyone in my games was being rude to me without me saying anything. I'm not trying to say what I said wasnt toxic but I think the punishment is a little steep for a first time offense. I use league as a way to play with friends and to escape from my shitty home life, I know this is not an excuse but I would have liked a little bit of a warning before going directly to suspending me. Below is the transcripts they gave as reasons from my suspension.

Chat restrictions are still a thing, but their are certain behaviors that can cause you to skip them and jump straight to a 14 day or even a permanent ban. Encouraging self harm/suicide, such as telling others to "kys," is one of these behaviors that will escalate you straight to a 14 day ban, even if you have had no prior punishments.

Depending on what is said you will skip tiers when needed.

"Insanely Stiff: kys"

That pretty much said it all and thus the chat tiers were skipped.

The thing is, you're typing little enough that a chat restriction would do nothing to you. You would still be allowed to type these unwholesome messages. Chat restriction is barely a punishment at all. They just slap it onto people now that have been earning too many key fragments so as to try to get them to spend more RP on the game.

All it does is make it so that you can only type a scarce few messages every so often, with the number maxing out at 5, and taking a while to increment. This results in the player being unable to type messages as commonly as normal, so they are forced to be more imaginative about how to communicate efficiently. You were already typing very few messages, enough so that I don't think a chat restriction would do anything to you.
